Rules update: Oregon OSHA proposes new electric power generation rules

Oregon OSHA is proposing changes to its Electric Power Generation‚ Transmission‚ and Distribution rules for construction and general industry work. The changes would affect about 230 employers and 97‚000 employees.

The proposed changes would merge the Electric Power Generation‚ Transmission‚ and Distribution rules in subdivision 2/R (general industry) and subdivision 3/V (construction) into a new subdivision — 2/RR — that would apply to both industries. The proposed rules would also be consistent with the power generation‚ transmission‚ and distribution rules in neighboring states.

The proposed changes were prompted by federal OSHA’s final rule covering workers involved in the construction and maintenance of power plants‚ power lines‚ and other transmission facilities. OSHA published the final rule in April 2014 and added correcting amendments in September 2014.

Oregon OSHA held a series of public meetings in late 2014 and early 2015 on bringing the state’s rules in line with the new federal rules. Those meetings led to the proposed rules now under consideration.

Another new provision in the rules would apply to the use of helicopters to land workers on power line towers. The provision would also set requirements for job briefings‚ establish qualification and training minimums for workers performing rigging activities using helicopters‚ mandate the minimum time between rigging inspections‚ and establish requirements for carrying workers outside the helicopter.
