Worker Protection Standard Fiscal Impact Advisory Committee

Overview

On November 3, 2017, Columbia Gorge Fruit Growers (CGFG) raised an objection to Oregon OSHA’s fiscal impact statement on the Worker Protection Standard Proposed rules. In that letter, CGFG requested that a Fiscal Impact Advisory Committee (FIAC) be formed. Oregon OSHA has decided to appoint a Fiscal Impact Advisory Committee in response to the request from CGFG. Although no such committee is required, we have decided that appointing such a committee could provide useful information and analysis on which to make a final decision on the proposed rules. This committee has balanced representation from grower organizations and those representing workers.

The meetings of the FIAC will be open to the public, but public participation should be limited to the separate rulemaking process. The FIAC is not subject to the Oregon Public Meetings Law, but we will be keeping minutes of the key decisions and will make those records available as part of the overall rulemaking record.  Oregon OSHA staff will attend meetings and provide administrative support for the FIAC, but they will not participate as members.

We anticipate the FIAC will be able to complete its work in February ahead of the last day for comment which has been extended to February 28, 2018. Please re-visit this page for any updates and the minutes from the FIAC.

Jan. 26, 2018 - In December of 2017, Oregon OSHA appointed a Fiscal Impact Advisory Committee (FIAC) relating to the Worker Protection Standard rulemaking which was proposed in October of 2017.  In order to allow the committee time to complete its work, we will again be extending the comment period to February 28, 2018. We anticipate the FIAC will be able to complete its work well in advance of this timeframe.  Please re-visit this page for any updates and the minutes from the FIAC.

Dec. 7, 2017 - Oregon OSHA has decided to extend the comment period on the Worker Protection Standard proposed rules from December 15, 2017 until January 31, 2018.  Oregon OSHA has decided to appoint a Fiscal Advisory Committee (FIAC) in response to the request from the Columbia Fruit Growers (CGFG), which was received November 3, 2017. In that letter, CGFG objected to the Fiscal Impact Statement filed in the rulemaking and requested that a FIAC be appointed.
