Senate Bill 537 and House Bill 2024 Rulemaking
Enrolled in Oregon during the 2025 legislative session, Senate Bill 537 (SB 537) and House Bill 2024 (HB 2024) introduced changes to workplace health and safety requirements included in the Oregon Safe Employment Act. Oregon OSHA will address these new requirements during rulemaking. Our intention is to engage in rulemaking for both bills at the same time.
Senate Bill 537
Senate Bill 537 impacts workplace violence prevention practices for health care employers in the following ways:
- Defines “workplace violence" in these settings
- Establishes new requirements in DCBS rules related to health care employer safety committees.
- Adds requirements to workplace violence prevention programs in these settings
- Creates reporting requirements for DCBS from data collected during inspections at health care facilities
- Development of a prevention and protection response plan
- Training requirements for employees

House Bill 2024
House Bill 2024 impacts employer safety practices for behavioral healthcare employers in the following ways:
- Amends the Oregon Safe Employment Act regarding notifications, complaints, and investigations of workplace violence
- Requires a behavioral health employer to provide training to employees that addresses general worker safety and focuses on providing workers with skills and knowledge regarding potential risks and measures to mitigate those risks, as well as documentation.
