Senate Bill 537 and House Bill 2024 were enrolled during the 2025 Oregon state legislative session. Oregon OSHA has been evaluating the contents of the bills for potential rulemaking as well as for the development of educational materials. Oregon OSHA is holding rules advisory group meetings to engage stakeholders in this process.
Senate Bill 537 impacts workplace violence prevention practices for health care employers as defined in the bill. This includes hospitals other than the Oregon State Hospital, ambulatory surgical centers, home health agencies, and hospice programs.

House Bill 2024 impacts employer safety practices for behavioral health care employers as defined in the bill. This includes residential treatment facilities, residential treatment homes, secure residential treatment facilities, secure residential treatment homes, sobering facilities, detoxification centers, halfway houses, mobile crisis intervention teams and emergency shelters.
